Got a little meaner with it on the weekend. Still can't get it out but it will move up and down by pushing down on the back. I made up a dummie round and I'm going to reassemble and see what happens. Otherwise I'll just have to keep working it up and down and hope it pops off. Definitely an aftermarket extractor I'm thinking as it is in the white and no German script for "loaded" on the side.

I wouldn't even bother with the dummy round. Just keep working the part up and down using plenty of penetrating oil such as PB Blaster... it will eventually come out if the pin has been removed.

Once you have it out, you can polish the sides with very mild (220 grit or higher) emery cloth until it is nice and smooth and fits properly back it its slot. Make sure the spring isn't damaged before trying to reuse it.

Definitely aftermarket of questionable quality. As John suggested above, keep working with it until you can get it removed completely. You don't even know if it has an extractor spring under the extractor. It will never function correctly without the proper spring installed. Original extractors, and good aftermarket items are available for not a lot of money.
