This could have been done in this country when GI's brought pistols back through New York. The NYC authorities told the returning heroes that they would be arrested when they stepped onto the Sacred Sullivan Soil if they didn't allow their pistols to be deactivated. Most considered this to be much like the Nazism they had been fighting and ignored the American Hitlers, but some did actually submit their guns for welding. I have seen two Lugers, a Mauser C96 and a Radom that were given "the treatment" at the NY POE (BART).
