A permit to exercise a Right (as in Capital letter R). Bull****. Having stolen parts? How was this defined? The only thing I see is an SBR. Not legal without ATF paperwork.

Our house in Idaho will be finished in July. I will be very happy to move from Oregon. This state has become Northern, Northern California. Oregon is going the same way as Mass. It has become too stupid to live in.

I also thought SBR at first, however it is likely an upper variation called a "Dissipator", a 16'' barrel using a long Rifle length gas port location. That's why the front sight is so close to the end of the barrel. Some claim this makes it unreliable with certain (Cheap) ammo;
