Problem is COL (Cartridge Overall Length)
That bullet is tiny and has nothing (0.02") sitting in the case when loaded to proper COL 1.169"
The Luger feeding system is like the 1911, it is designed to a fixed COL and a round nosed bullet. Stray from that path and you might be in trouble.

Seated to COL 1.14" there is but 0.06" down the case and that is simply not enough.

If you try this then something like 4.8gr Bullseye is sufficient for a COL of 1" with a seating deapth of .189". If you get it to feed then shoot some film, we are many who want to see that ;-)
