While a matching magazine would add more value in the USA for a collectible Luger, I doubt that it helps much for one that has had this kind of refinishing.
The "1939" on the chamber does not look like the factory stamping, and may have been engraved after the original was heavily buffed. It is a Mauser receiver (as seen in the hump). Is the photo of the assembled gun from the left side another Luger? I don't see the hump on that frame... If it functions properly, shoots accurately and is complete it would be worth $1000 but not much more. I agree that Euro 1000 is toward the high end of it's value.
