Wolfgang, most, if not all, of the police Lugers I have recorded from the p, q and r series of Alphabet DWM Commercials have this small eagle stamped on the underside of the barrel. I believe this indicates these were replacement barrels installed by the police to convert the 7.65-mm commercials to 9-mm. The eagle may be a Simson mark.

Unfortunately, I did not record that information as my main interest was in collecting data about police markings. My interest in the small eagle was a result of owning a "q" series Police Luger with the same eagle stamp which puzzled me initially. While not specifically recording the data, I have paid some attention to these when they show up on the forums. Also from memory, I think that most or all of this group of police Lugers have military as well as commercial numbering. As for breech proofs, I simply did not notice.

You might try searching under my posts for "small eagle" or "tiny eagle" in this and Jan Still's forum to find threads about similar guns.
