So, its a commercial, what caliber is it? A normal pencil will not fit into a 30 luger, but will fall down a 9mm

A commercial luger that most likely went into army service or police, but probably army, then at some point someone in the USA chromed it (although it was done by GI's after the war also).

9mm. It does not look like the plating was a schlock job, numbers and marks seem pretty sharp.

There don't seem to be any "official" marks except for the eagle on the barrel. Is that consistent with your interpretation?
