Yes, the safety can be removed by driving out a small internal pin. If it is a question of welding back the little link, this is preferable as the outside thumb lever will most likely be numbered to the gun. Replacing the part entirely would make this a mismatched part, unless you are lucky enough to locate a similarly numbered part.

LugerDoc, (Tom Heller) here on the boards can most likely repair this part or possibly have a matching part as replacement.
