TJ, I have been looking at Costanzo's book, World of Lugers and on pages 120 and 121 he describes several police proofs.

They are all an eagle with spread wings comprised of three lines each, the eagle is looking to it's right and is holding a swastica in a circle in it's feet. On the right side of the eagle and beginning about halfway up the circle with the swastica and to it's right appears a capitol letter. These letters represent the units to which they were issued. Big K=Komunel Polizei, C=Coln Polizei, F=Feldgendarmerie, L=Landespolizei. If a Reichsbahn luger was issued one would think, based upon the foregoing, that it would probably have this eagle with a R letter. Pure speculation on my part as I have never heard such a Luger or mark.
