No, there are documents in "the dutch Luger" that states that DWM made the parts and they were shipped to England to by-pass the rules in place to Germany selling firearms to the netherlands.
VICKERS DID NOT MAKE LUGERS FROM SCRATCH. It would have cost hundreds of thousands of dollars for machinery, which has never been found, photographed or other luger like pistols made. If there are documents, I'd sure like to see them...
