Lets see if I can help, I have at times on shooter grade Lugers, filed the radius on the frame, where the lever is/was not tight enough to the frame to let the firing pin fire...does it work if you hold by hand the side plate, not locked in place to the reciever, and back it out a few...a hair or two, seeing if the plate is indeed to tight...if you back it off a bit and hear a click from a cocked toggle could be the lever is the issue, perhaps it is the cut of the side of the lever that cams the sear bar plunger....always unloaded gun
