Those who have been shown 'mercy' and 'consideration' because of their aberrant childhood become multiple repeat offenders.
Consider the parolee in Calif. a few years back (he chopped the arms off the teen girl he raped) who was refused residency in town after town upon parole. He murdered a woman after being accepted in the state of Florida. I remember discussion of his childhood also.
