In order for me to ship a rework gun to Californian native I need a C&R FFL AND a Certificate of Eligibility issued by the Dept of Justice or to an approved dealer. There are over 80 pages of state regs JUST for California. New Mexico has 2 pages. I am GLAD to live in this state.
