Looks like the type of carving outlined in Bill Janney's book, "Gunstock Carving: A Step-by-Step Guide to Engraving Rifles and Shotguns"

This book covers the oak leaves, fish scale checkering, and the stippling.

I would say that those grips were carved recently, within the past few years.
