Janders, Welcome to the Luger Forum! This looks nickle plated to me. Where the dark spots are if there is rust you should be able to see some lifting of the plating.

Our own Forum Member Thor does an excellent job of restoring these with the original rust blue and strawing. This would be an excellent candidate for this. It would make it beautiful again and as close to original as it is ever going to get.
