The Eagle/N stamp is a commercial stamp and the Eagle/L as well as the Eagle/C are police inspection/acceptance stamps. It is not clear what the letters stand for but they are police stamps. Police lugers were issued with two or three magazines numbered 1, 2 and 3. Extremely few survive with three--yours has two and that is uncommon. Police lugers often survive with one original magazine. If the parts and finish are original factory or police armory, then the luger has a value somewhere up from $2300 in my opinion. The 1934 Fischer police holster, depending on condition, could add $300 or more. The tool could have an Eagle/letter police stamp but because it does not, probably values at around $45.

Those are my rough guesses.
