I am going to assume that the gun is clean, and well lubed. This is a must with Lugers. Is this a numbers matching Luger, or a "parts" Luger?
Next question, what ammo are you trying to fire in this Luger? Some/many Lugers are ammo sensitive, and the wrong ammo produces a jam-a-matic. What mag are you using. If it is original to the Luger, then try a new Mec-Gar mag. If we go step by step, likely we can diagnosis the problem, and get it corrected.
