It's more restrictive than that. This place is one of most gun-restrictive place in the country. To own firearms need a license here. Even if the gun never leaves home... ownership needs a license. Licensing process itself is not that complex, basically, need to pay $100-$200 to a training school to learn safety for one day, fill an application form, pay another $100-$200 (I forgot exact amount) to government, then, wait a few months for a plastic card.
