Perhaps you are thinking of "The Halls of Montezuma" that starred Richard Widmark as Lt. Anderson. He wasn't the one spinning the Luger however, it was Skip Homeier who played "Pretty Boy Riley". But that move was about WWII and was in color, so maybe it isn't what you are remembering.
