The photo is a little fuzzy, but I believe the mark is the "four-circle lozenge" inspection mark, which is reported to be common on old model pistols. Figure 754 in Vol. II of Pistole Parabellum shows this internal inspector's mark in the same location on a Dutch Trials pistol, SN 22468 which is pretty close to your pistol. -SRD
