I think you may have hit the nail on the head! It appears to be one of the "snowflake" snap covers that are found on Dutch leather. I bet with some fiddeling Jerry could transplant it onto a new flap and restore the Dutch holster that Ed has/had.

The Dutch cleaning rod I have and others I have seen do not have a provision for a screw on attachment. The only oiler top cleaning rod that I know of with a screw on tip is the Bulgarian variant.
