The specific Lugers that are legal with a stock are spelled out in the BATF rules. Just because a Luger has a stock lug (which most made after 1913 do) that does not, in itself, make it legal to own a stock. You have to have the proper Luger model and stock configuration to be legal under the BATF guidelines. The Ideal rig is only legal with American Eagle Lugers, models 1900, 1902 and 1906. Whoever applied for the exemption for the Ideal stock only applied for the AE Lugers and that is what the BATF ruled to be legal.
