An L.P.th would be in the Thueringin area (sp) and is in the army style, but that is a police marking, so I would say it is a police usage.
Its in rough condition, maybe worth a $100, maybe less, maybe more. Softer leather is a bad sign, as the fibers have broken down, same as very dry leather. Ed
