Just guessing here. It does resemble an early Swiss, but with a larger flap. Perhaps a customized 1920's commercial?

Does the tool pouch cover look original or is there evidence that it was replaced at some time?

Klaus,

I recall an old posting on a similar holster.
I believe that it was determined to be a holster originally made for the Walther Model 6. Later converted to a Luger holster for police issue. Some were changed to an "up" strap as police specification, some were left with the original "down" strap as is yours.
